The Financial Services Department issued an Invitation for Bids IFB 6100 CLMC1038 for the installation of street lighting. The solicitation was issued on August 26, 2024, and closed on September 26, 2024. Of the one bid received, the recommended contractor submitted the only responsive offer. MBE / WBE:
This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9A (Minority-Owned and Women-Owned Business Enterprise Procurement Program) and subcontractor goals were applied to the solicitation. The subcontracting goals were exceeded and the resulting contract will include 3.78% MBE and 1.42% WBE participation.

Additional Backup Information:
This project will implement critical safety improvements along Pearce Lane and various intersections to improve dark environmental conditions by upgrading street lighting to the recommended street illumination standards. Construction includes installation of new poles and lights within the right-of-way, installation of lighting on existing utility poles, and upgrading of existing lights to LED bulbs.
The project also includes lighting for 13 City intersections that will improve visibility between all road users and reduce the risk of nighttime crashes:

• South Pleasant Valley Road at East Riverside Drive (District 3)
• East Oltorf Street at Parker Lane (Districts 3 and 9)
• East Riverside Drive at Willow Creek Drive (District 3)
• East Riverside Drive at Wickersham Lane (District 3)
• West Oltorf Street at South Congress Avenue (Districts 3 and 9)
• West Braker Lane at Stonelake Boulevard (District 7)
• East 45th Street at Red River Street (District 9)
Prior to construction, staff will communicate with neighboring businesses and residents using social media outreach, and press releases to inform the public about upcoming work.
Due to the potential for unforeseen construction costs, a 15% contingency in funding has been included to allow for the expeditious processing of any change orders. A contingency is an additional amount of money added to the construction budget to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
Construction is expected to begin January 2025, and the approximate project duration is eight months, barring no weather delays or other unforeseen circumstances.
A delay in issuing this contract may affect the delivery of safety improvements along these roadways in Austin.
