Prior Council Action:
May 28, 2026 - Council adopted Resolution No. 20260528-097 directing the City Manager to prepare a potential bond package and necessary ordinances to call a November 2026 bond election using the $390 million Staff Alternative Scenario presented in the May 15, 2026, memorandum to Mayor and Council as the baseline proposal.
February 26, 2026 - Council adopted Resolution No. 20260226-055 establishing a “bond decision tree” that prioritizes projects that could leverage matching funds from other governmental agencies or private partnerships.
September 26, 2024 - Council adopted Resolution No. 20240926-075 asking staff to solicit partnership opportunities in the bond development process.
August 29, 2024 - Council adopted Resolution No. 20240829-138 creating the 2026 Bond Election Advisory Task Force and provided direction related to a potential November 2026 election.
July 18, 2024 - Council adopted Resolution No. 20240718-093 directing the City Manager to bring Council a comprehensive bond package that funds and addresses climate, infrastructure, and any other public improvements for the purpose of conducting an election no later than November 2026.

On May 28, 2026, Council directed the City Manager and City staff to prepare a potential bond package and necessary ordinances to call a November 2026 bond election. Following project review and analysis, City staff prepared a potential Sub Quorum proposal to potentially include the following bond project categories and estimated project amounts in a November 2026 bond election totaling $390 million:
• Transportation Infrastructure - $92 million
• Parks and Recreation - $250 million
• Libraries, Museums and Cultural Arts Facilities - $20 million
• Animal Service Center - $3 million
• Homeless Resource Center and Shelter - $25 million
Council will utilize its discretion to evaluate and determine whether to call a bond election and, if called, which of the proposed projects, proposed project categories, and estimated project amounts should be included in the ordinance calling for a November 2026 bond election. Council anticipates considering adoption of such bond election ordinance on August 6, 2026, which aligns with the State’s statutory timeline requiring that a bond election be called no more than 90 days nor less than 78 days before an election day.
