The Financial Services Department issued an Invitation for Bids solicitation IFB 6100 CLMC1123 for these services. The solicitation was issued on May 12, 2025, and closed on June 12, 2025. Of the seven offers received, the recommended contractor submitted the lowest responsive offer. The City is committed to achieving community-wide net-zero greenhouse gas emissions by 2040. In alignment with the Austin Climate Equity Plan approved by Council in September 2021, the City has pledged to transition its fleet to zero-emission vehicles. As of today, 373 battery electric vehicles are actively in service, with additional units on order and in various stages of deployment.
To support this transition, Fleet Mobility Services Department, Austin Energy, and Transportation and Public Works Department are collaborating to develop and expand electric vehicle charging infrastructure at City facilities, ranging from fleet parking lots and garages to public-facing properties. These charging stations will power battery electric vehicles using renewable energy through Austin Energy’s GreenChoice program, reducing reliance on fossil fuels and lowering operating costs.
This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract which provides for an indefinite quantity of services for a fixed time, usually an initial term with extension options. They are commonly used when precise quantities of supplies or services, above a specified minimum, cannot be determined. IDIQ contracts help streamline the contract process and service delivery and allow the City the flexibility to add work as needs arise or change. As each project is defined, a specific work assignment will be assigned to the contractor who will complete the scope of work for the unit prices included in the contract. Work deadlines will be established for each work assignment.
This project directly supports the Transportation Electrification goals outlined in the Austin Climate Equity Plan, ensuring that vehicles performing essential City services can operate without concerns of battery range or downtime. The infrastructure will be installed at prioritized sites selected and funded by Fleet based on operational need, cost efficiency, and strategic electrification priorities.
Fleet’s current analysis indicates that 29% of the City’s on-road fleet is viable for battery electric replacement based on duty cycle, range needs, and vehicle type. This may change as vehicle and battery technology evolves. Continued infrastructure investment is critical to scaling adoption responsibly prioritizing units with high usage, strong return on investment, and alignment with the City’s climate and equity goals.
The base bid was used to identify and determine the lowest responsive bidder and to determine contract unit prices for each bid item.
This request allows for the execution of a contract with Smart Charge Residential, LLC, for an estimated period of one year with three one-year extensions. However, if funds for the initial term are expended staff may accelerate the extension options, but in no event will exceed the total contract amount. The extension options are subject to the agreement of both parties.
There will be no public impact as all work will be conducted on City property.
A delay in awarding this contract may impact the City’s 2040 carbon neutrality goal.
Project sites are expected across multiple Council Districts, with deployment phased citywide.
