Multiple cooperative purchase programs were reviewed for these goods and services. Austin Financial Services and Austin Technology Services have determined this contractor best meets the needs of Austin Technology Services to provide these goods and services required for the City.

Cooperative Agreement contracts are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established.

The contract will provide data visualization and analytics tools, data integration licenses, maintenance, and support services for the Qlik product suite. Qlik Sense enables City users within the Public Safety domain to generate interactive dashboards, reports, and data visualizations from a diverse range of data sources and aids in the reporting of sensitive data, such as Criminal Justice Information, which is restricted on other hosted systems due to security and policy considerations. Qlik Data Integration helps organizations move, replicate, synchronize, and transform data between systems in near real time.
This contract will consolidate and replace two current contracts. The recommended contractor is the current provider for these services, and the proposed estimates reflect continuation of the services and licensing provided under the existing contracts.
The State of Texas Department of Information Resources is a cooperative purchasing association recognized under Texas procurement statutes. Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.
Non-renewal of Qlik licensing would result in the loss of Computer Aided Dispatch (CAD) analytics and reporting capabilities for Combined Transportation, Emergency, and Communications Center program customers. It would also disrupt the replication and movement of CAD data to downstream systems and critical data sources that rely on those integrations.
