Prior Council Action:
March 23, 2023 - City Council adopted Resolution No. 20230323-037, which approved City-appointed Directors for Southeast Travis County Municipal Utility Districts Nos. 1-4.

Additional Backup Information:
The consent agreements between the City and the four Southeast Travis County Municipal Utility Districts (MUDs) provides that the MUDs’ Boards of Directors shall include one director per district, appointed by City Council, who is allowed to serve a maximum of two consecutive four-year terms.
Upcoming expiration of terms for City-appointed Directors on the MUD Boards have created the necessity to appoint new Directors or reappoint Directors for a second term. The proposed resolution makes the following appointments:
• Veronica Escalante to the Board of Directors for Southeast Travis County MUD #1
Veronic Escalante is a City of Austin appointee who has completed her first four-year term of office. This proposed reappointment for 2026-2030 will be her second term.
• Reed Baker to the Board of Directors for Southeast Travis County MUD #2
Reed Baker is a City of Austin appointee who has completed his first four-year term of office. This proposed reappointment for 2026-2030 will be his second term.
• Peggy Carrasquillo to the Board of Directors for Southeast Travis County MUD #3
Peggy Carrasquillo is a City of Austin appointee who has completed her first four-year term of office. This proposed reappointment for 2026-2030 will be her second term.
• Aurora Castañeda to the Board of Directors for Southeast Travis County MUD #4
Aurora Castañeda is a City of Austin appointee who was appointed in 2024 to fulfill the remainder of a vacant term of office. Therefore, this proposed appointment for 2026-2030 will be her first four-year term.
