October 10, 2024 - Council approved Ordinance No. 20241010-007 amending the Fiscal Year 2024-2025 Financial Services Department Operating Budget Special Revenue Fund to reallocate $920,000 of American Rescue Plan Act funding appropriations related to the Coronavirus disease outbreak and recovery efforts to increase funding for homelessness services.
September 26, 2024 - Council adopted Resolution No. 20240926-074 directing the City Manager to develop a revision to the American Rescue Plan Act Spending Framework to identify funding in the amount of $920,000 to support funding for a trained street outreach team and to bring the proposed revision to Council for approval at the October 10, 2024, Council meeting.
August 11, 2021 - Council approved Ordinance No. 20210811-001 adopting the Fiscal Year 2021-2022 City budget, which included two Council budget amendments for Downtown Austin Community Court Case Managers and the Healthcare for the Homeless Health and Wellness Center.
June 10, 2021 - Council adopted Resolution No. 20210610-077 adopting the American Rescue Plan Act Spending Framework and authorizing the City Manager to make the necessary allocations.
May 6, 2021 - Council approved Ordinance No. 20210506-002 to accept $97,900,000 in funds from the United States Department of Treasury American Rescue Plan and appropriate $44,800,000 for public health expenses related to the Coronavirus disease outbreak and recovery efforts and for community navigators to support the community.

On September 26, 2024, Council passed Resolution No. 20240926-072 directing the City Manager to identify funding to be repurposed to support the continued operation of the Marshalling Yard Emergency Shelter.
City staff identified $920,000 of unobligated funding from the Health and Resilience service areas which Council approved October 10, 2024 to support the Homelessness Engagement Assistance Response Team project. Over the last month, City staff have worked to identify additional American Rescue Plan Act (ARPA) funds that have been encumbered, but not expended. Projects with encumbered-but not yet expended-funding were then carefully analyzed to determine the amount of funding necessary to successfully deliver the services originally outlined in the project’s scope, and any encumbered amounts in excess of this funding need were highlighted. In total, staff identified $1,081,050 in funding that could be reallocated to support the Marshalling Yard Emergency Shelter contract without impacting the originally approved scope of service delivery for other ARPA projects. The table below details the specific projects within the Economic Development, Health, and Resilience service areas from which funding would be reallocated.
