Procurement Language:

Austin Financial Services issued a Request for Proposals solicitation RFP 5000 GTG3005 for these goods and services. The solicitation was published on October 27, 2025, and closed on December 11, 2025. Of the eight offers received, the proposals submitted by the recommended contractors represented best value to the City based on the solicitation’s evaluation criteria. MBE/WBE:

This contract will be awarded in compliance with the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the goods and services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

Additional Backup Information:

The contracts will support the migration of legacy copper lines to modern, alternative telecommunications services. They will allow replacement of copper-based connections where needed and support new service installations.

 

Copper-based connections support essential City communications such as emergency phones, alarm and security monitoring, desk phones, and other remote locations where City fiber or broadband is unavailable or cost-prohibitive. They are being phased out in favor of cellular-based solutions due to copper lines aging, their expensive cost to maintain, and their slower service. The requested authorization is based on estimated operational needs.

 

These are new contracts. An evaluation team with expertise in this area evaluated the offers and scored 22nd Century Technologies, Inc., Granite Telecommunications, LLC, Level 3 Financing Inc. d/b/a Level 3 Telecom Holdings, LLC, A Lumen Technologies Company, T-Mobile USA Inc. d/b/a T-Mobile as the best to provide these goods and services based on demonstrated experience and qualifications, project concept and solution, small business preference, local business preference, and price.

 

This request allows for the development of contracts with qualified offerors selected by Council. If the City is unsuccessful in negotiating a satisfactory contract with one of the selected offerors, negotiations will cease with that provider. Staff will return to Council so that another qualified offeror may be selected, authorizing new contract negotiations.

A delay in contract approval could impact the City’s emergency pool phones required by City code, emergency elevator phones, fire alarm monitoring, security monitoring, emergency call boxes, and desk phones in remote City properties. These lines would cease to function on October 31, 2027 if not addressed through this contract.
