Purchasing Language:

The Financial Services Department issued a Request for Proposals solicitation RFP 5000 MAS3005 for these services. The solicitation was issued on December 9, 2024, and closed on January 14, 2025. Of the 12 offers received, the recommended contractors submitted the best evaluated responsive offers. MBE/WBE:

This solicitation will be awarded in compliance with City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

Additional Backup Information:

These contracts will provide a continuous and reliable source for electrical services on an as-needed basis for over 300 City facilities. These contracts will support City technicians and facility maintenance staff with commercial and industrial electrical installation, repairs, troubleshooting, inspections, and related services.

 

These contracts will replace existing contracts, which will expire August 14, 2025. Requested authorization is based on historical spending and departmental estimates of future needs.

 

Three of the recommended contractors are the current providers for these services. J.S. Electric is certified as a Minority/Women/Disadvantaged Owned Business, a Small Business Enterprise, and a Historically Underutilized Business.

 

An evaluation team with expertise in this area evaluated the offers and scored Alterman, Inc.; Elk Electric, Inc.; J.S. Electric, Inc.; JM Engineering, LLC; and Prism Electric, Inc. as the best to provide these services based on applicable company and personnel experience, technical program and proposed solution, pricing, local business preference, and small business preference.

 

A delay in contract approval could impact maintenance schedules for electrical systems in City facilities.
