The contract is for enhancements and future warranty of the Kimley-Horn Integrated Transportation System (KITS) advance transportation management system. Austin Transportation and Public Works utilizes the KITS software to communicate with and control intelligent transportation system devices including traffic signals, closed-circuit television cameras, dynamic message signs, and transit signal priority. The contract will allow Austin Transportation and Public Works to complete necessary enhancements and provide for ongoing maintenance of the existing system. Enhancements include expanding the emergency vehicle preemptions system, developing a situational awareness dashboard, and developing a data pipeline to share traffic data with regional partners. Additional services include on-call service for new enhancements and technologies identified by City staff and ongoing support and maintenance to ensure the City has the latest version of the platform.
Kimley-Horn and Associates, Inc. is the sole vendor allowed to make modifications to the KITS software. Replacing the KITS software would result in significant cost to the City.
If this contract is not approved, the City would not have a support and maintenance agreement for KITS that communicates with traffic signals. As a result, staff would be unable to remotely monitor traffic signal performance or adjust signal timing. In addition, the City would be unable to complete a project to expand KITS capabilities including the next phase of the emergency vehicle preemption project and sharing transportation data with partner agencies.
