Additional Backup Information:

As a standard business practice, the City routinely engages the services of professional engineering firms to perform analysis, design, and support services associated with construction or improvement of City capital assets. Rotation List contracting allows the City to always have a group of qualified consultants available to perform a specific type of recurring work in a timely manner to meet the project and operational needs of the City.

Prior to issuing, this solicitation was reviewed by the City’s Rotation List Advisory Committee, which is made up of staff from Austin Financial Services - Corporate Procurement, Capital Procurement, Austin Small and Minority Business Resources, Austin Transportation and Public Works, and other user departments. The total authorization amount, the number of firms to be recommended for selection, and the authorization amount per firm were discussed and reviewed by the Committee. Capital Procurement expects that user departments will require these services to meet current and future civil engineering needs.

The Small Scale General Civil Engineering Services Rotation List was established to provide the City with readily available professional engineering support for small‑scale civil engineering projects citywide. Historically, these rotation lists have been used to expedite design, permitting, modeling, drainage assessments, utility coordination, minor roadway improvements, and other civil engineering needs that arise across multiple departments. The rotation list structure enables the City to issue work assignments efficiently without initiating separate procurements for each task. CLMP389 is the latest renewal of this long‑standing program designed to ensure continuity of service delivery as prior rotation lists approach the end of their respective authorities.

This RCA requests authorization to negotiate and execute professional services agreements with the top‑ranked firms selected through the City’s Qualifications‑Based Selection process. These firms will provide comprehensive small‑scale civil engineering support essential for maintaining City infrastructure and meeting departmental service goals. These services include civil engineering and site design, utility evaluations, water and wastewater system assessments, hydrologic and hydraulic analyses, drainage design and review, transportation and roadway design support, surveying and mapping, geotechnical investigations, construction‑phase services, permitting assistance, and coordination with regulatory agencies. Together, these services help multiple City departments such as Austin Transportation and Public Works, Austin Water, Austin Parks and Recreation, and others deliver minor capital improvements, address urgent field conditions, and respond effectively to routine infrastructure needs. Progress toward these goals is tracked through project completion timelines, service response metrics, regulatory compliance, and improved efficiency when delivering small-scale capital improvements.

The City faces potential delays in delivering small-scale civil engineering projects due to increasing service demands and limited internal engineering capacity. These delays could affect the timely completion of capital improvements, utility coordination, drainage and roadway evaluations, and other essential civil engineering tasks needed to support departmental goals and maintain reliable public infrastructure.

This request allows for the development of contracts with each of 16 recommended firms until financial authorization is expended. Initial project assignments will be based on the firm’s final ranking as determined during the Request for Qualifications evaluation (highest to lowest), the maximum cumulative contracted amount in comparison to the estimated task budget for that firm, and the firm’s qualifications and availability of expertise at time of project need. Per firm authorizations may be increased or decreased, through the life of the contract, based on the needs of a particular assignment and will follow the established rotation list policies and procedures. If the City is unsuccessful in negotiating a satisfactory agreement with a recommended firm(s), if a selected firm ceases practice during the contract period, or if the City elects to terminate its agreement with one of the selected firms, the remaining assignments will be assigned to the remaining firm(s) for the duration of the contract period.
