For the services required for this contract, there were insufficient subcontracting opportunities; therefore, no subcontracting goals were established.

The contract will provide high-volume, high-quality spay and neuter services, vaccinations, microchipping, and operate a mobile veterinary clinic that can be moved on a weekly basis to various locations across the City serving low-income residents in Austin and Travis County. If services needed exceeds the mobile veterinary clinic capacity, the contract allows for referral to brick and mortar establishments. The contractor will also operate an in-house call center, staffed by knowledgeable, bilingual personnel who can refer eligible residents to city-sponsored clinics. The contractor’s veterinarians are available around the clock through the call center to address client questions and concerns. This contract supports the Spay and Neuter priority in Austin Animal Services’ 5-year Strategic Plan.
Spay and neuter services are important due to the rapid population growth in the Austin area and are a major component of the programs that sustain Austin’s no-kill success. Preventive surgeries are critical services provided to the community to stabilize and ultimately reduce shelter intake of unplanned litters of kittens and puppies.
This contract will replace a contract which expires January 29, 2026. The recommended Contractor is the current provider of these services. The requested authorization amount was determined based on departmental needs and the Contractor’s quote.
A delay in contract approval may negatively impact the shelter’s intake capacity.
