The Harold Court Service Center Watershed Protection Department Campus Improvements project was initiated by the Watershed Protection Department, based on their facility conditions assessment identifying deficiencies, maintenance requirements, security vulnerabilities, safety hazards, adherence to safety standards, and necessary repairs. The work consists of drainage repairs to the parking lot and driveway, asphalt resurfacing, installation of a chain-link security fencing, automated security vehicle gates, and exterior surveillance cameras.
The work will take place entirely on City property that supports the Watershed Protection Department, Fleet Services Department, and Transportation and Public Works Department. A delay in contract approval could continue to impact the integrity of the parking lot and driveways, and the lack of security fencing and surveillance could leave the site vulnerable.
Due to the potential for encountering unknown underground utilities during construction, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders. A contingency is an additional amount of money added to the construction budget to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
