The Financial Services Department issued an Invitation for Bids IFB 6100 CLMC1064 for these services. The solicitation was issued on July 22, 2024, and closed on September 12, 2024. Of the six bids received, the recommended contractor submitted the lowest responsive bid. Givens District Park is a 40-acre park acquired by the City in 1957 and named in 1962 after Dr. Everrett H. Givens, a dentist, World War I veteran, and beloved civic leader. Since opening in 1979, the recreation center has served the vibrant and historic community of East Austin offering enriching programming for toddlers, youth, teens, and adults, as well as special holiday events for the community.
The renovation project for the Givens Recreation Center aims to enhance the facility’s functionality and ensure it continues to serve the community. Key upgrades include a complete replacement of the Heating, Ventilation, and Air Conditioning system, a new flat membrane roof, new clerestory windows in the gymnasium, interior accessibility improvements, and replacement of the concrete driveway and sidewalks outside of the facility. This project is funded by the 2018 Bond, Proposition C.
This contract will include award of alternate bid items for concrete flatwork around the building perimeter and the replacement of the gymnasium clerestory windows. An alternate bid is a specified item of the construction work that is priced separately and may be awarded as part of the contract, if the bids come within the specified budget.
Due to the potential for encountering unknown conditions during construction, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.
Public use of the facility will be impacted during this renovation project and will be clearly communicated to the community. The center will close and cease all operations while the heating and air conditioning system and clerestory windows are replaced. This closure period is estimated to last between six to eight months; the timeline will be confirmed once the construction contract is finalized. Construction traffic will increase through the park and a construction fence will be placed around much of the facility to allow for delivery of materials, flatwork replacement, construction staging, and other construction related items. While interior improvements are planned for completion during the facility closure, they will depend on equipment availability and any unforeseen circumstances that may arise.
A delay in authorization to negotiate a contract with the selected contractor will result in a delay in performing facility improvements.
