The Financial Services Department issued an Invitation for Bids solicitation IFB 6100 CLMC1061 for construction services. The solicitation was issued on September 16, 2024, and closed on October 17, 2024. Of the four bids received, the recommended contractor submitted the lowest responsive bid. The Rock Harbor Force Main project consists of approximately 4,500 linear feet of a new 18-inch High Density Polyethylene force main installed from Rock Harbor Lift Station to the existing 16-inch ductile iron force main on Vista Parke Drive. The proposed force main across RM 620 will be installed via trenchless construction while the remaining force main will be installed via open-cut construction. Also included is the demolition of the Four Points #2 Lift Station and abandonment of 2,540 linear feet of 24-inch gravity main and associated manholes. Lastly, the project includes the installation of a fourth pump at the Rock Harbor Lift Station and changing the impellers on the existing three pumps.

 

The Rock Harbor Lift Station has exceeded its design capacity and is at risk of overflowing during wet weather. The Four Points #2 Lift Station is in poor condition and is difficult to access. This construction project will re-route the Rock Harbor force main and the demolish the Four Points #2 Lift Station as part of the Northwest Lift Stations (NWLS) projects. These lift stations are in the drinking water protection zone in the Bull Creek Basin.

 

Due to the potential for unknown subsurface conditions, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.

 

The work will occur within City right-of-way, and on private property within public utility easements. The project will require temporary lane closures and detours. The contractor will install appropriate traffic detour signs and barricades to direct traffic. The contractor will work to ensure that residents and businesses always have access to their driveways.  If access cannot be maintained, written notice of limited access will be provided to the affected property owner(s) at least 24 hours in advance.

 

This construction contract is time-sensitive and is critical to the improvement of the infrastructure stability of Austin’s wastewater collection systems. A delay in contract approval will impact Austin Water’s ability to prevent wastewater spills that could impact public health, safety, the environment, and incur regulatory fines. Delay or deferral of this contract will require additional time and cost for City operations crews to conduct maintenance and repairs.

 

The contract allows 280 calendar days for completion of this project.
