Title
Authorize negotiation and execution of two contracts for planning and consulting services with Clarion Associates of Colorado d/b/a Clarion Associates and Stantec Consulting Services, each for up to five years for total contract amounts not to exceed $2,500,000, divided between the contractors.

Fiscal Note
Funding in the amount of $500,000 is available in the Fiscal Year 2023-2024 Operating Budget of the Planning Department.
Funding for the remaining contract term is contingent upon available funding in future budgets.

These contracts will provide the Planning Department with planning and consulting services including, reviewing zoning applications, implementing amendments to the land development code, and developing comprehensive approaches to density bonuses that will streamline, calibrate, and combine existing and proposed programs. In addition, the contractors will provide recommendations in developing, drafting, and presenting zoning justifications, code amendment research, and density bonus housing policies and programs for long-term affordable housing.
As the services to be performed under the contract are professional services and exempt from Texas procurement statutes, the recommended contractors were selected after conducting an informal competitive process based on offeror qualifications. Three prospective offerors were contacted to submit their interest in providing these services.
An evaluation team with subject-matter expertise evaluated the responses and determined Clarion Associates of Colorado d/b/a Clarion Associates and Stantec Consulting Services as the best qualified to provide the services based on their experience as required in the scope of work, cost as required in work plan and budget, qualification requirements, requested services requirements in work plan and budget, local business presence, and service-disabled veteran business enterprise.
