The Financial Services Department issued an Invitation for Bids solicitation IFB 6100 CLMC1069 for these services. The solicitation was issued on February 24, 2025, and closed on April 17, 2025. Of the nine bids received, the recommended contractor submitted the lowest responsive bid. This contract will be awarded in compliance with City Code Chapter 2-9A (Minority-Owned and Women-Owned Business Enterprise Procurement Program) through the achievements of Good Faith Efforts with 5.29% MBE and 0.46% WBE participation.

Fallwell Lane provides primary access to the City’s South Austin Regional Wastewater Treatment Plant (SAR WPT) and the Sand Hill Energy Center and are critical in the operation of City utilities. On October 31, 2013, and October 30, 2015, Onion Creek flood waters inundated low areas as they flowed into the Colorado River where bank erosion was severe, requiring extensive restoration and stabilization. The flood water severely damaged Fallwell Lane, threatened the raw water intake structure at the Sand Hill Energy Center, and damaged SAR WTP.  

 

Temporary measures have been put in place to allow local traffic to utilize Fallwell Lane, however, these temporary measures have a limited useful life and have shown signs of deterioration. The southern bank of the Colorado River is eroding, and Fallwell Lane is showing signs of stress. A permanent solution to reconstruct or realign key access roads, retrofit water intake structures, and stabilize berms and channels to guard against flood overflows from Onion Creek are needed to protect critical City infrastructure from future flood events.

 

This project aims to improve these facility’s critical infrastructure against flooding, and additional safety and security enhancements. The project begins in State Highway 130 right-of-way and extends east, through City right-of-way and along Fallwell Lane to the entrance of the SAR WTP. This project aims to ensure reliable access to SAR WTP plant and the Sand Hill Energy Center while mitigating flood risks. 

 

This project includes the following improvements:

 

§                     Approximately 6,800 linear feet of water and reuse water lines and equipment with approximately 900 linear feet of steel encasement and 300 linear feet of jack or bore; 

§                     Approximately 3,500 linear feet of both new roadway and reconstructed roadway work; 

§                     Approximately 700-foot-long soldier pile wall consisting of approximately 9,100 linear feet of 8-inch and 9,230 linear feet of 60-inch diameter drilled shafts, 65-feet in depth, and; 

§                     Pipe and box culvert installation and replacements.

 

This item includes one allowance of $20,000 will be used to address contaminated soil and groundwater. An allowance is an amount that is specified and included in the construction contract or specifications for certain items of work when details are not determined at the time of bidding.

 

Due to the potential for unforeseen circumstances, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction cost associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.

 

There will be no public impact during construction as all work will be conducted on City property not open to the public.

 

A delay in contract approval could impact Fallwell Lane and the operation of critical infrastructure serving the City. 

 

The contract allows 550 calendar days for completion of this project.
