This request seeks additional Council authorization for the commissioning, operational readiness, and airport transfer (ORAT) contract to support the expanded scope, scale, and complexity of the Airport Expansion and Development Program.
As a standard business practice, airports routinely engage qualified professional firms to provide commissioning and ORAT services for the construction, activation, and improvement of major capital assets. Commissioning is a critical component of any major capital project that requires verified, measurable performance outcomes, while ORAT ensures that new and renovated facilities, systems, staff, and stakeholders are fully prepared to transition safely and efficiently into operations.
This request will allow Austin Aviation to continue engaging a qualified firm to provide commissioning and ORAT services across the Airport Expansion and Development Program and Rolling Capital Improvement Program projects. Given the scale of development planned at Austin-Bergstrom International Airport, it is important to maintain continuity in these services across multiple interconnected projects.
Commissioning provides independent verification that critical building and infrastructure systems perform in accordance with design intent, operational requirements, and City performance goals. ORAT complements this work by supporting the coordinated activation of facilities through operational planning, testing, training, stakeholder coordination, transition management, and readiness assessments. Together, these services help ensure that critical airport systems, facilities, personnel, and operational processes are fully prepared to support safe, efficient, and reliable operations from the first day of use.
Many upcoming airport projects include highly integrated components, such as the new Central Utility Plant, Concourse B, and the Arrivals and Departures Hall. Because these projects are interdependent and will connect to shared airport systems, utilities, and operational processes, utilizing a single firm across the program will provide a more seamless and coordinated approach for tracking system changes, resolving issues, managing activation requirements, and making necessary adjustments throughout design, construction, commissioning, activation, and operations. This continuity will improve quality, reduce duplication of effort, strengthen coordination among project teams and airport stakeholders, and better support the transition of new facilities into full operation.
