Fiscal Note

Funding in the amount of $1,998,591 is included in the Fiscal Year 2023-2024 Austin Public Health Department Operating Budget. Funding for the remaining terms is contingent upon available funding in future budgets.

 

Prior Council Action:

September 1, 2022 - Council authorized negotiation and execution of Amendment No. 12 to the agreement with Integral Care for behavioral health services and basic needs, to add one 12-month extension option in an amount not to exceed $1,998,591, for a revised total agreement amount not to exceed $14,937,795, on an 11-0.

 

April 8, 2021 - Council authorized negotiation and execution of Amendment No. 10 to the agreement with  Integral Care for the expansion of behavioral health services and basic needs for individuals at COVID-19 Protective Lodging and Isolation Facilities, to add $79,484 in one-time funds for the current term and add a 12-month extension option through September 30, 2022, for a revised total agreement amount not to exceed $12,789,204, on a 9-1 vote with Council Member Renteria off the dais.

 

September 3, 2020 - Council authorized negotiation and execution of Amendment No. 8 to the agreement with Integral Care to provide one-time funding in the amount of $688,749 for behavioral health services for individuals at COVID-19 Protective Lodging and Isolation Facilities, on an 11-0 vote.

 

June 4, 2020 - Council approved Resolution No. 2020064-040 directing the City Manager to adopt a spending framework for Shelters & Quarantine Facilities, which include emergency housing, supportive housing and isolation facilities for individuals who did not have the ability to self-isolate during the COVID-19 pandemic and supportive services in the amount of $14.5 million, on an 11-0 vote. 

 

March 26, 2020 - Council authorized resolution negotiation and execution of Amendment No. 7 to the agreement with Integral Care to increase funding by $150,000 for further expansion of homeless outreach services, on an 11-0 vote.

Integral Care is designated by the State of Texas as the Mental Health and Intellectual and Developmental Disabilities Local Authority for Austin/Travis County. Execution of this Amendment No. 13 will allow City funding to serve as a grant match for millions of state and federal funds for homeless, behavioral health, and intellectual/developmental disability services for residents of Austin/Travis County for two additional twelve-month extension options. Funding in this agreement supports mental health disaster preparedness, outreach and prevention, education and awareness, community planning, and maintenance of infrastructure. All amendments are listed below:

 

Amendment No. 12 added one 12-month extension option beginning October 1, 2022.

 

Amendment No. 11 exercised the fifth 12-month extension option beginning October 1, 2021, and modified exhibits.

 

Amendment No. 10 added one-time funding in the amount of $79,484 to provide behavioral health services and basic needs for individuals staying at protective lodging and isolation facilities during the COVID-19 pandemic and added a 12-month extension option.

 

Amendment No. 9 added one-time funding in the amount of $35,000 for the expansion of services at protective lodging and isolation facilities.

 

Amendment No. 8 added one-time funding in the amount of $688,749 for protective lodging and isolation facilities and exercised the fourth 12-month extension option beginning October 1, 2020.

 

Amendment No. 7 added ongoing funding in the amount of $150,000 for expansion of the Programs for Assistance in the Transition from Homelessness Program for homeless outreach.

 

Amendment No. 6 exercised the third 12-month extension option beginning October 1, 2019.

 

Amendment No. 5 added ongoing funding in the amount of $130,000 for expansion of the Programs for Assistance in the Transition from Homelessness Program for homeless outreach.

 

Amendment No. 4 exercised the second 12-month extension option beginning October 1, 2018.

 

Amendment No. 3 added $45,757 for the Fiscal Year 2017-2018 term based on a 2.5% cost of living adjustment approved by Council during the annual budget adoption process.

 

Amendment No. 2 exercised the first 12-month extension option beginning October 1, 2017.

 

Amendment No. 1 added $40,987 for the Fiscal Year 2016-2017 term based on a 2.3% cost of living adjustment approved by Council during the annual budget adoption process.

 

The original term of this agreement with Integral Care was October 1, 2016 through September 30, 2017 in an annual amount of $1,782,029, with four 12-month renewal options.
