January 8, 2019, the Community Development Commission conducted a public hearing to receive citizen comments on community needs in order to develop the City of Austin’s five-year Consolidated Plan for Fiscal Years 2019 through 2023, as required by the City of Austin’s Citizen Participation Plan.

Every five years the City, through the Neighborhood and Community Development Department (NHCD), conducts a needs assessment to determine housing and community development priorities in the community. This assessment is included in the City’s five-year Consolidated Action Plan and the City’s Fiscal Year 2019-20 Annual Action Plan. Consolidated and annual action plans describe community needs, resources, priorities, and proposed activities related to housing, community development, economic development, and public services. The annual action plan identifies how the City will fund priority activities and programs for a specific fiscal year.
Public participation is part of developing consolidated and annual action plans. The steps for public participation in assessing community needs for the five-year Consolidated Action Plan and annual Action Plan include the following:
• Five Public Hearings:
§ One before the Austin City Council.
§ Two before the Community Development Commission (CDC).
§ Two before organizations that work with low-and moderate-income populations.
• A Housing Market Analysis - An evaluation of the existing and future housing needs in Austin.
• A Community Survey - A survey to gather public feedback about priorities for funding.
• An Analysis to Impediments to Affirmatively Further Fair Housing report (AI) - An analysis of impediments to fair housing examining barriers to fair housing in Austin.
• Consultations with social services, non-profits, for-profits, and government entities regarding public housing needs and planned programs and activities.
This public hearing is one of the five public hearings described above. The October 2019 - September 2023 draft Consolidated Plan and fiscal year 2019-2020 draft Action Plan will be made available for written public comment in April 2019. NHCD anticipates that it will conduct two public hearings, one with City Council and one with the Community Development Commission (CDC), regarding the draft plans in April 2019.
The City of Austin expects to receive continued federal funding through four U.S. Department of Housing and Urban Development (HUD) entitlement grants: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). In order to receive HUD grants, the City must submit a Consolidated Plan every five years and an annual Action Plan. The City’s Consolidated Action Plan and Annual Action Plan are both due to HUD by August 15, 2019.
