An application requesting a street name change was submitted by Circuit of the Americas. The reasons for the street name change as stated on the application are consistent with Code Section 14-5-4 (Allowed Reasons for Street Name Change), “to enhance a neighborhood through the association of a street name with its location, area characteristics, and history.”

Currently Circuit of the Americans Boulevard extends only to Elroy Road. The applicant seeks to have Kellam Road’s name be changed to Circuit of the Americas Boulevard from SH 71 to Circuit of the Americas Boulevard, where it merges into Circuit of the Americas Boulevard at the interchange of Elroy Road; giving the thoroughfare the same name throughout to help reduce confusion by enabling more people to take a direct route to their destination. The applicant believes this will help facilitate traffic patterns that are based on both community and event needs when moving through Del Valle and City of Austin community.

 

The street in question transcends jurisdictional lines between the City of Austin full purpose jurisdiction and Travis County. The City of Austin Transportation and Public Works Department is working with Travis County simultaneously. 

 

As part of the Street Name Change process in Chapter 14-5 of City Code, Transportation and Public Works Department notifies (by mail) the property owners abutting the street about the proposed street name change and asks for response either in support or in opposition of the renaming. These notifications were mailed on December 5, 2023, to the 25 property owners on this street. If any number of property owners oppose the street name change, or if any number are not received back, a public hearing is required before Council acts on the street name change. The deadline for property owners to submit a response was December 27, 2023; however, was extended to January 8, 2024, due to the holidays. Response forms were returned from only three (3) of the twenty-five (25) property owners; those three were in support of the proposed renaming. However, because the Property Owner Response Forms were not returned at 100%, a Public Hearing is required.

Concur review forms were sent to six agencies and City Departments including Austin Fire Department, Austin Police Department, Austin Transportation and Public Works Department, Communications and Technology Department, Emergency Medical Services, and Travis County. All six have responded with “concur” to the renaming.
