Additional Backup Information:

The contract is for the purchase of child passenger safety seats to be distributed by Austin Travis County Emergency Medical Services (ATCEMS) to families in need. ATCEMS has over 30 certified Child Passenger Safety Technicians, two certified instructors, and full time staff solely dedicated to injury prevention, marketing, and community relations. ATCEMS has been providing child passenger safety seats within Travis County since 2008.

ATCEMS is increasing the number of monthly child passenger safety seat check events which are located throughout Travis County and includes multiple school districts. In addition to these planned events, ATCEMS will be conducting additional child passenger safety seat events in Bastrop, Burnet, Caldwell, Hays, and Williamson counties. 

ATCEMS purchased approximately $50,000 of these same car seats in October 2018.  This purchase in conjunction with the previous purchase will exceed City Manager authority, which is why this item is being presented to Council.  ATCEMS, along with grant funding, gives the ability to provide the child passenger safety seats for families who need assistance.

The Texas SmartBuy cooperative establishes competitively bid contracts that can be utilized by the State and other government agencies through a cooperative agreement. Cooperative agreements save taxpayer dollars by leveraging the State’s volume-buying power to drive down costs on hundreds of contracts through a streamlined cooperative purchasing program.
