Austin Financial Services issued a Request for Proposals solicitation RFP 7200 SLW3026 for these services. The solicitation was published on June 16, 2025, and closed on July 15, 2025. Of the six offers received, the proposals submitted by the recommended contractor represented the best value to the City based on the solicitation's evaluation criteria. This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established. However, the recommended contractor identified subcontracting opportunities.

Additional Backup Information:

This contract is for Austin Housing’s Colony Park Displacement Mitigation Plan. The purpose of this plan is to help reduce residential displacement for tenants and homeowners near the planned 208-acre Colony Park development. The contractor will develop a displacement mitigation strategy and implementation plan, informed by a robust community engagement and planning process. This will provide a roadmap to implement the most successful strategies to support Colony Park residents staying in their community through tenant stabilization, homeowner stabilization and expansion, neighborhood stabilization, and economic mobility.

 

This is a new contract.  The requested authorization is based on the offeror’s pricing to complete the scope of work requirements. Mend Collaborative is a City-certified women/disadvantaged owned business.

 

An evaluation team with expertise in this area evaluated the offers and scored Mend Collaborative, Inc as the best to provide these services based on scope of work and strategy, offeror experience, project management structure, price, local business preference, and small business preference.

 

If this contract is not approved, the community will lose a critical opportunity to develop a displacement mitigation strategy and implementation plan to help reduce displacement in the area.
