Prior Council Action:
March 12, 2020 - Council approved Resolution No. 20200312-041, which directed the City Manager to work with parks nonprofit partners that have established relationships with the Parks and Recreation Department, including but not limited to The Trail Foundation (now known as The Trail Conservancy) and the Pease Park Conservancy, to create opportunities for partnership agreements that benefit the community and to outline roles and responsibilities between those groups and the Parks and Recreation Department, on a 10-0 vote with Council Member Harper-Madison absent.
October 21,2021 - Council authorized the negotiation of a park operations and maintenance agreement with The Trail Foundation for the Ann and Roy Butler Hike-and-Bike Trail at Lady Bird Lake. The City Manager or designee was instructed to brief members of Council and the Parks and Recreation Board on the terms of the agreement before its execution and to allow at least one regular City Council meeting and the time necessary to post its agenda to occur before the briefing and execution of the agreement.”

June 10, 2022 - The Park Operations and Maintenance Agreement with The Trail Foundation was executed.
The Trail Conservancy has led fundraising and development in the park for over 20 years, resulting in a total financial investment to date of over $22,000,000.
The Trail Conservancy will continue to actively program the Ann and Roy Butler Hike-and-Bike Trail and limited adjacent parkland to provide free family activities (including the Kids Adopt-a-Garden programs at the Camacho Activity Center and the Mendez Recreation Center, Trick or Treating on the Trail, and Santa on the Trail), nature-based programming for all ages (including Eco Restoration Stewardship and Wildflower Walks), cultural activations, TEMPO art installations, and additional recreational opportunities (including on-Trail fitness programs). All earned revenue from special events and rentals will continue to be utilized to directly benefit the park via operations, maintenance, programming or park improvements. The hike-and-bike trail will remain accessible and open to the public during special events. The Trail Conservancy will continue to follow all City codes and regulations, approval and permit processes, and community engagement standards related to events and programming. TTC is required to provide annual reporting requirements for the programming event types, the number of events, and the revenue earned for the operations and maintenance of the park.
