Authorize an amendment to the contract for professional services for the IH35 Cap and Stitch Improvements project with Arup US, Ins., in the amount of $1,000,000 for a revised total contract amount not to exceed $3,000,000.
[Note: The original contract was awarded in compliance with City Code 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). Current participation to date is 7.73% MBE and 18.21% WBE.]. This amendment and subsequent contract will be awarded in compliance with the federal Disadvantaged Business Enterprise (DBE) program due to the acceptance of federal funding. A DBE goal will be established at a later date.

On November 18, 2021, the City contracted with Arup US, Inc. as an external consultant team to provide professional engineering and design services for the I-35 Cap and Stitch project. The original contract was awarded through a qualifications-based selection process. Under this contract, the consultant provided professional engineering services for I-35 Cap and Stitch improvements to refine cap and stitch concepts, analyzing impacts and opportunities for the community, and providing outreach to the community and stakeholders. This contract amendment is funded by Resolution 20231214-060.
Per Council Resolution No. 20231214-061, Texas Department of Transportation (TxDOT) is moving forward with 30% design of potential City-funded caps and stitches in conjunction with their Capital Express Central design and engineering effort. To move that design forward, TxDOT requests additional technical information this calendar year from the City to ensure that caps are designed to meet the City’s structural needs and provide necessary utility connections, among other technical requirements. The extension of the City’s professional services agreement with Arup US, Inc. will allow for additional design and engineering services to develop additional technical detail requested by TxDOT, including but not limited to structural loading calculations, utility placement, addressing elevation and topographic details for decks, and identifying structural systems needed to support desired on-cap amenities. This technical detail will be integrated into TxDOT’s design of City-sponsored caps and stitches.
This contract extension is critical to ensure that TxDOT’s 30% design of roadway elements and cap decks reflects the City’s technical needs. If this amendment is not approved, TxDOT will design the roadway support elements and decks without technical input from the City which could potentially limit the City’s desired on-cap amenities.
