Additional Backup Information:
The City’s Rolling Owner-Controlled Insurance Program (ROCIP) maintains insurance coverage for contractors on City projects. This structure establishes improved contractor equity, removes insurance barriers that may impact small and minority contractors, and improves safety oversight during construction. The City implemented the first ROCIP program in 1992 and ROCIP VIII is a continuation of the City’s efforts to achieve these goals.
City Council approved a contract with BSI America Professional Services Inc. d/b/a BSI, on September 15, 2022, to provide construction safety management services related to the City’s ROCIP VIII Construction Program. The original contract was based on 30 City projects. Since then, 24 additional projects, valued at $800 million, have been added to the ROCIP VIII Program. This brings the total to 54 projects with an estimated construction value of $1.8 billion. This growth in projects also raises the overall spending, requiring an increase in the total contract amount.
BSI will continue to provide the following services to the City:
• Onsite safety inspections for each ROCIP project;
• Revision of construction safety manuals and specifications for each project;
• Approval of general contractors' on-site safety managers;
• Assessment/improvement of general contractors' safety programs; and
• Investigation of incidents/accidents occurring within a ROCIP project’s limits of construction
The contractor’s personnel are required to have advanced qualifications and senior-level construction safety experience, as well as in-depth knowledge of Occupational Safety and Health Administration construction industry safety standards. The professional services provided by BSI are needed as the City does not currently have appropriately trained or qualified personnel to conduct the specialized safety management work provided by the contractor.
