Prior Council Action:

August 31, 2023 - City Council approved the execution of an interlocal agreement with the Austin Independent School District for services supporting students participating in the City’s Watershed Education programs for FY 2023-2024 in an amount not to exceed $30,000, with five additional one-year extension contract options, each in an amount not to exceed $30,000, for a total contract amount not to exceed $180,000.

Additional Backup Information:

Austin Independent School District (AISD) and Austin Watershed Protection (WPD) have a shared interest in providing a hands-on, outdoor environmental classroom experience for local students. WPD and AISD, in wishing to partner to transport students between their home school and various WPD field program sites throughout the city, entered into an interlocal agreement approved by City Council on August 31, 2023 (Agreement). The Agreement provided for City funding in an amount not to exceed $30,000 for Fiscal Year 2023-2024 for transportation services for students participating in the City’s Watershed Education program, and authorized five one-year extensions, each not to exceed $30,000, for a total contract amount not to exceed $180,000.

 

WPD is requesting an amendment to the Agreement to increase the maximum contract amount to $55,000 for Fiscal Year 2026-2027, and to increase the maximum contract amount to $55,000 for each of the two remaining one-year extension options, for a revised total contract amount not to exceed $255,000. This increased contract amount is required to account for the sharp increase in fuel costs and for increases in the rate charged by AISD for transportation provided in and outside of AISD districts. The new AISD transportation rate is $47/hour for in-district trips and $47/hour plus $1.80/mile for trips made outside the district. If approved, this amendment will serve as the third extension option under the Agreement and allow WPD to continue to reimburse for transportation services for participating in the City's Watershed Education program.
