Additional Backup Information:

The Redbud Trail (Emmett Shelton) Bridge, built in 1948, consists of two bridges (400 feet and 120 feet long) linking the east and west banks of Lady Bird Lake with Red Bud Isle in the middle. The bridges carry over 16,000 vehicles per day and provide the exclusive route for construction and operational truck traffic to and from the City’s Ullrich Water Treatment Plant. Contributing factors requiring its replacement include increased traffic loads; steel fatigue life; history of scour remediation; narrow traffic lanes; and insufficient bicycle/pedestrian paths and roadway shoulders. The western approach has a steep, sharp curve and is unaligned with the bridge, and has significant traffic collision history. In order to meet current standards, the City desires the replacement bridge to be longer and higher (low chord above the 100-year flood event), with an expanded cross-section. The bridge will also maintain access to Red Bud Isle.

 

The benefits of a replacement bridge include providing a 100-year life for this critical roadway, bridge, and utility infrastructure; elevating driving lanes and critical utilities above 100-year flood events; providing long-term operation access to the Ullrich Water Treatment Plant; eliminating the dangerous western roadway geometry; adding shoulders in both directions; increasing bicycle and pedestrian connectivity, mobility, and safety with a protected shared-use path; reducing congestion at the Redbud Trial, Lake Austin Boulevard intersection; increasing multi-modal access at Red Bud Isle; and providing a bridge aesthetic with contextual sensitivity.

 

Three public meetings were held to present project information and request feedback, one in June 2016, one in June 2019, and another in January 2020. The January 2020 meeting solicited public input used to refine the roadway, bridge, architectural, roadway elements, and aesthetic theme(s) and treatment.

 

This amendment is needed for additional services required for completion of design phase, permitting assistance, and Bid Phase.

 

Delay in approving this amendment will delay the design and construction of the Redbud Trail Bridge project.
