Procurement Language:

Austin Financial Services issued a Request for Proposals solicitation RFP 5000 BYS3041for these services. The solicitation published on May 12, 2025, and closed on June 19, 2025. Of the six proposals received, the proposals submitted by the recommended contractors represent best value to the City based on the solicitation’s evaluation criteria. This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

Additional Backup Information:

These contracts will provide maintenance of existing solar powered systems. These solar systems will be serviced, repaired, and/or replaced by the Contractor based on the needs of the individual systems. The Austin Energy Resource, Generation and Climate Protection Plan to 2035 requires the implementation of a total of 205 Megawatts (MW) of local solar energy by the end of year 2027 and 405 MW of installed local solar capacity by year 2035, a significant increase of the 160 MW of current solar capacity.  In order to reach these goals, current and future solar deployments owned and operated by the City of Austin need to be maintained and repaired. 

 

These contracts replace a contract expiring September 30, 2025.  Requested authorization is based on historical spending and departmental estimates of future needs. One of the recommended contractors is the current provider of these services. 

 

An evaluation team with expertise in this area evaluated the offers and scored Alba Energy LLC, Elk Electric Inc, Horus Partners Inc dba Lighthouse Solar Austin, and Sunshine Renewable Solutions as the best to provide these services based on project concept and strategy, offeror experience, personnel qualifications, price proposal, and small business preference.

 

If a contract is not secured, City owned solar power systems in need of service and repair will no longer be able to produce solar energy, which will negatively impact meeting the goals of the Austin Energy Resource, Generation and Climate Protection Plan to 2035.
