This contract will be awarded in accordance with the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program).  For the services required there were no subcontracting opportunities; therefore, no subcontracting goals were established.

Additional Backup Information:

The contract will provide consulting services to conduct a quality-of-life study for Austin’s immigrants, refugees, and foreign-born community members. This study will reveal how City public policies and services, along with other community entities and influences, impact the quality of life of this population. The study will also produce actionable and culturally responsive recommendations to City Council for direction on improving quality of life, while integrating community accountability to promote successes.

This study will be conducted on behalf of the Commission on Immigrant Affairs under City Code Section 2-1-126 and will assess how local government policies, services, and institutional systems impact the well-being, integration, and lived experiences of Austin’s immigrants, refugees, and foreign-born community members. Through culturally responsive research, this study will identify barriers and inequities in areas such as access to healthcare, housing, transportation, legal aid, and language services. It will also include community engagement and trauma-informed practices to ensure the participation of vulnerable and historically underrepresented populations.

This is a new contract. The recommended contractor has provided similar services to the City in the past.

If the City is unable to secure a contract, the City may not have the ability to obtain current and useful information on the status of Austin’s immigrants, refugees, and foreign-born community members. Without this study, the City will lack timely and accurate data needed to evaluate and respond to the evolving needs of Austin’s growing and diverse immigrant communities.
