Prior Council Action:

October 9, 2025 - Council approved an emergency agreement to operate the Austin Resource Center for the Homeless and the Eighth Street Women’s Shelter with Family Endeavors d/b/a Endeavors.

Additional Backup Information:

This amendment will provide continued low-barrier shelter services to unhoused individuals and individuals experiencing homelessness at the Austin Resource Center for the Homeless (ARCH) and Eighth Street Women’s Shelters, city-owned facilities with a combined total of 293 shelter beds.  The ARCH Shelter is located at 500 E. 7th Street, Austin, TX 78701, and the Eighth Street Women’s Shelter is located at 501 E. 8th Street, Austin, TX 78701. 

 

The shelters work with clients to create individualized housing plans, complete coordinated assessments for those who do not already have one, and connect individuals to housing programs, housing opportunities, and financial assistance to help them successfully transition from shelter into stable housing. These services represent a core function of the homeless response system and provide transitional lodging. The shelters offer a safe and clean environment for people experiencing homelessness while linking them to additional programs that can better address their long-term needs.

 

 

The contract will be monitored through a variety of performance metrics, including the number of unduplicated individuals served, the percentage of individuals who exit to permanent housing, and additional metrics related to the delivery of support services.

 

An amendment is needed to ensure continued services while budgetary and facility determinations are finalized. Once the future of this program’s scope, facility and service delivery are clear, a solicitation for these services will be issued to for a replacement contract.  Given the complexity of the planning process, anticipated public engagement, and the need to align the solicitation with Council direction and any potential bond-related outcomes, Austin Homeless Strategies and Operations estimates that approximately two years are needed to complete a solicitation and award a contract
