Austin Financial Services issued an Invitation for Bids solicitation IFB 8700 EAB1015 for these goods. The solicitation was published on September 29, 2025, and closed on October 28, 2025. This solicitation was reviewed for subcontracting opportunities in accordance with City Code Chapter 2-9B Minority-Owned and Women-Owned Business Enterprise Procurement Program. For the goods required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

Additional Backup Information:

The contract is for the purchase of multi-piece tactical carrier vests with accessories to replace expiring vests as needed for the Austin Police Special Weapons and Tactics Team and Organized Crime Division. 

 

The tactical carrier vests have a multi-platform modular design which allows Austin Police officers to change and adapt the vest with minimal effort and maximum efficiency, while still providing ballistic bicep, neck, groin, and torso coverage. Officers will be able to configure the vest depending on the environment, threat level, and operational requirement. The vest has antimicrobial spacer mesh and padding, making it breathable and more comfortable during the summer months, and it can be scaled down to a plate carrier if required. 

 

This contract will replace the existing contract which expires on February 19, 2026. The requested authorization amount was determined using the current inventory of vests and their expiration dates as well as estimated future requirements.

 

If a contract is not secured, the City will not have a reliable source for tactical carrier vests which will cause safety concerns for Austin Police force.
