Prior Council Action:

September 12, 1996 - Austin City Council approved the negotiation and execution of an entertainment facility contract for the management of the Central City Entertainment Center (n/k/a Millennium Youth Entertainment Center). Approved on Mayor Pro Tem Garcia’s motion, Councilmember Reynolds’ second on 5-0-2 vote, with Councilmembers Griffin and Slusher abstaining.

Council Committee, Boards and Commission Action:

July 11, 2025 - Unanimously approved by the Austin Rosewood Community Development Corporation Board on a 5-0 vote with one vacancy and three absences.

The proposed amendment will provide continued, affordable entertainment options at the Millennium Youth Entertainment Complex (MYEC) for citizens residing in District 1 and throughout the City of Austin. On May 2, 2025, the Austin Rosewood Community Corporation (ARCDC), which oversees MYEC, passed a formal recommendation urging the City Manager and City Council to prioritize transitioning the MYEC from the Parks and Recreation Department (PARD) to the newly established Arts, Culture, Media and Entertainment Department (ACME). The recommendation also requested a decision regarding the future management of this vital community asset.

 

The current Facility Management Agreement for MYEC is set to expire at the end of the 2025 fiscal year.  The contract states that in no case may the agreement be extended for more than three five-year extensions without City Council approval.  PARD has extended the contract for two five-year periods and opted to exercise the third extension for one year rather than the allowable five years to allow for a closer examination of the management of the facility.  

 

Moreover, the contract extension will allow for a smooth transition from PARD to ACME management while continuing the services offered by the facility and providing sufficient time for ACME leadership to determine next steps for management and operation of the facility. 

 

If the amendment is not secured, the City risks a negative impact on community members that utilize the programs offered at the MYEC.
