The Financial Services Department issued an Invitation for Bids solicitation IFB 5000 JOG1041REBID for these services. The solicitation was issued on May 26, 2025, and closed on June 17, 2025. Of the four offers received, the recommended contractor submitted the lowest responsive offer. Additional Backup Information:
This contract will provide public safety drug and alcohol testing services for all City departments including all sworn employees of Austin Travis County Emergency Medical Services, Austin Fire Department, Austin Police Department, and Forensic Science Department.
Departments will utilize the contract for a variety of testing needs, including pre-employment screening, random testing, reasonable suspicion cases, and post-critical incident testing. Services will be provided around the clock in accordance with the federal Department of Transportation requirements issued under the Omnibus Transportation Employee Testing Act of 1991.
The contract will replace an existing contract expiring on September 17, 2025. The requested authorization amount was determined using departmental estimates based on historical spend and anticipated future usage. The recommended contractor is the current provider for these services.
A delay in contract approval could impact the City’s compliance with the U.S. Department of Transportation requirements.
