The Financial Services Department issued an Invitation for Bids solicitation IFB CLMC 1093 for these services. The solicitation was issued on March 31, 2025, and closed on May 8, 2025. Of the four bids received, the recommended contractor submitted the lowest responsive bid. As part of the Local Mobility Program, 2020 Safety and Active Transportation Bond, the Transportation and Public Works Department requests authorization to enter a construction contract to implement critical multi-modal safety and mobility improvements at multiple locations citywide. This construction contract will serve multiple programs such as Vision Zero/Safety, Bikeways, Pedestrian Crossings, Speed Management, Transit Enhancement, Safe Routes to School, and Signals. These projects were identified and developed based on safety, operations, and connectivity for all modes of transportation.
The projects generally consist of providing the following services, including but not limited to construction of specific types of small-scale pedestrian crossing projects, concrete medians, asphalt speed cushions, markings, signage, bus stops, associated concrete sidewalk, pedestrian ramps, and miscellaneous concrete work such as pedestrian signal foundations to support crossings. This construction contract consists of more concrete related construction quantities and is inclusive of minimal signal quantities to meet the needs of the projects identified by program sponsors. The projects aim to improve safety and mobility for roadway users.
This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract which provides for an indefinite quantity of services for a fixed time, usually an initial term with extension options. They are commonly used when precise quantities of supplies or services, above a specified minimum, cannot be determined. IDIQ contracts help streamline the contract process and service delivery and allow the City the flexibility to add work as needs arise or change. As each project is defined, a specific work assignment will be assigned to the contractor who will complete the scope of work for the unit prices included in the contract. Work deadlines will be established for each work assignment.
The base bid was used to identify and determine the lowest responsive bidder and to determine contract unit prices for each bid item.
This request allows for the execution of a contract with Muñiz Concrete & Contracting, Inc., for an estimated period of 1-year with three, 1-year extensions. However, if funds for the initial term are expended, staff may accelerate the extension options but in no event will this exceed the total contract amount. The extension options are subject to the agreement of both parties.
A delay contract approval could impact several critical safety projects, speed management, transit access, and signal safety improvements.
The projects identified are subject to change and this contract is expected to include infrastructure improvements Citywide.
