This action will authorize Austin Homeless Strategies and Operations (AHSO) to negotiate and execute an agreement with Bailey at Stassney LP beginning January 2026, for an initial nine-month term, in an amount not to exceed $150,000, with fourteen 12-month extension options, each in an amount not to exceed $150,00, for a total agreement amount not to exceed $2,250,000 to provide permanent supportive housing (PSH) and supportive services.
Funding will support the delivery of services for 26 PSH clients at Bailey at Stassney. The services framework established through this support will be available community-wide, enhancing overall resident stability and well-being across the 104-unit development. Bailey at Stassney will provide new affordable rental apartments to the Austin community and will contribute to the City of Austin’s efforts to increase housing opportunities paired with supportive services for highly vulnerable populations.
According to the latest TX-503 Continuum of Care Needs and Gaps Report, nearly one-third of individuals served by the Austin-Travis County Homelessness Response System are chronically homeless. This means they live with a disabling condition-such as mental illness, substance use disorder, or a physical disability-and have either been homeless continuously for at least a year or experienced four or more episodes of homelessness within the past three years, totaling at least 12 months.
PSH is the most effective, evidence-based solution for this population, combining long-term rental assistance with personalized supportive services such as case management, mental health and substance use treatment, and access to healthcare.
If authorization of negotiation and execution of the agreement is not approved, it will limit AHSO’s ability to provide permanent supportive housing services to individuals exiting homelessness.
