Multiple cooperative purchase programs were reviewed for these services. Austin Financial Services has determined this contractor best meets the needs of Austin Technology Services to provide these services required for the City.

Cooperative Agreement contracts are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established.

The contract will provide Imperva cybersecurity and data protection software support to maintain an essential defense resource that directly supports the City’s operational readiness, digital security, and service continuity. Austin Technology Services operates robust security services to defend and protect the City's internet-facing digital properties. The Imperva FlexProtect service prevents disruption of essential City services caused by malicious internet-based actors attacking City networks and applications. By blocking cyber threats, malicious traffic, and unauthorized access 24/7, this solution ensures all departments, regardless of location, function, or schedule, have continuous protection against severe operational impacts, public service outages, data compromises, and potential financial losses. 

 

This contract will replace an existing contract which expires October 24, 2026. The requested authorization amount was determined using departmental estimates based on historical spend and anticipated future usage. The recommended contractor is not the current provider for these services.

 

Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.  

 
A delay in contract approval could impact the City’s primary cybersecurity defense leaving critical, internet-facing digital properties vulnerable to active cyber threats, sharply increase the risk of severe operational outages and data breaches, and expose essential public services to catastrophic downtime and financial losses.
