Council Committee, Boards and Commission Action:

May 14, 2024 - The Community Development Commission (CDC) will conduct a public hearing to receive public comment on the City’s draft Fiscal Year 2024-2029 Consolidated Plan.

March 12, 2024 -The CDC conducted a public hearing on community needs concerning the City’s Fiscal Year 2024-2029 Consolidated Plan.

In Fiscal Year 2024-2025, the City expects to receive federal funding through four U.S. Department of Housing and Urban Development (HUD) formula grants: Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with AIDS (HOPWA). In order to receive these HUD grants, the City submits a Consolidated Plan every five years that provides an overview of the community needs, resources, priorities, and proposed activities with regard to housing, community development, economic development, and public services.

 

As of April 19, 2024, HUD had not yet announced the Fiscal Year 2024-2025 grant allocation for annual entitlement grants.

 

The requested action is to set a public hearing in accordance with the City’s Citizen Participation Plan (CPP), which sets forth procedures for community participation in the development of each Consolidated Plan. The CPP is a community developed plan required by HUD that is designed to encourage participation of city residents in the development of the Consolidated Plan. As required by the CPP and Texas Local Government Code Chapter 373, the steps for public participation include four total public hearings during the formation of the Consolidated Plan: two before the City Council and two before the CDC. There is also a 30-day comment period on the draft Consolidated Plan.

 

The two initial public hearings are conducted to receive input on the community’s needs and service gaps. The public hearing on community needs before the CDC took place on March 12, 2024, and the public hearing on community needs before the City Council took place on March 7, 2024.

 

The draft Consolidated Plan will be made available for public comment from May 7, 2024 - June 5, 2024. During the public comment period, two additional public hearings will be conducted to receive input on the draft plan, one before the CDC and one before the City Council. It is anticipated that the City Council will take final action on the Fiscal Year 2024-2029 Consolidated Plan on July 18, 2024, prior to HUD’s submission deadline of August 16, 2024.
