The Financial Services Department issued an Invitation for Bids IFB 6100 CLMC1107A for these services. The solicitation was issued on June 9, 2025, and closed on July 17, 2025. Of the four offers received, the recommended contractor submitted the lowest responsive offer. This contract will be awarded in compliance with 49 CFR Part 26 (Disadvantaged Business Enterprise Program and with the City Code Chapter 2-9A (Minority-Owned and Women-Owned Business Enterprise Procurement Program) by meeting the goal with 7.08% DBE participation.

Additional Backup Information:

The MoKan Trail follows a short section of the former Missouri-Kansas-Texas (MoKan) Railroad in East Austin. The 1.5-mile trail begins at Shady Lane and will eventually extend to the protected bike path on Pedernales Street. A 0.75-mile portion of the Mokan Trail, from Springdale Road to North Pleasant Valley Road, will be constructed by the Urban Trails Program. The MoKan Trail is part of Austin’s Big Loop, a 30-mile trail around the city, providing vital connections to the larger trail network. 

 

The MoKan Trail Phase 5: Boggy Creek Bridge Rebid project includes an all ages and abilities walking and biking trail with a bridge that crosses over the Boggy Creek channel and will complete a portion of this trail that is outlined in the 2023 Urban Trail Plan. The MoKan Trail construction was identified for Community Projects grant funding.  

 

This item includes one allowance of $7,000 to be used to address contaminated soil and water. An allowance is an amount that is specified and included in the construction contract or specifications for a certain item(s) of work when details are not determined at the time of bidding.

 

Due to the potential for unknown subsurface conditions a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.   

 

Project work will be limited to City property and right-of-way. Street closures will be minimal. Capital Delivery Services will communicate any traffic impacts to the neighboring residents as the work progresses.  

 

A delay in authorizing this contract could impact the City’s ability to provide much needed walking and biking infrastructure connecting residents to transit, parks, shopping and other key destinations in this community. 

 

The contract allows 300 calendar days for completion of this project.
