Multiple cooperative purchase programs were reviewed for these services. The Financial Services Department has determined that this contractor best meets the needs of Communications and Technology Management to provide these services required for the City.

Cooperative Agreements are exempt from the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program); therefore, no subcontracting goals were established.

Additional Backup Information:

The contract will provide aerial imagery and two- and three-dimensional geospatial data through a Nearmap ArcGIS subscription. Nearmap ArcGIS is a cloud-based high-resolution aerial imagery platform used by geographic information systems users across the City. The subscription is a basic component for services provided by 311, emergency services, and community health response. City staff also use the aerial imagery to visualize, understand, and make decisions on changes occurring throughout the City.

 

This contract will replace an existing contract which expired August 26, 2025. The requested authorization amount was determined using departmental estimates based on continued software maintenance for current licensing.

 

The OMNIA Partners is a cooperative purchasing association recognized under Texas procurement statutes. Cooperative associations, themselves or using a lead government, competitively solicit and award contracts that are eligible for use by other qualified state and local governments. Due to their substantial volumes, larger than any one government could achieve independently, cooperative contracts routinely include superior terms, conditions, and pricing. Use of cooperative contracts also results in lower administrative costs and time savings.   

 

A delay in contract approval could impact staff’s ability to have access to up-to-date aerial imagery to help make informed decisions.
