Austin Financial Services issued an Invitation for Bids solicitation IFB 8700 TJP1028 for these goods. The solicitation was published on March 2, 2026, and closed on March 31, 2026. The recommended contractors submitted the only responsive offers. A complete solicitation package, including a tabulation of the bids received, is available for viewing on the City’s website. This contract will be awarded in compliance with the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the goods required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

Additional Backup Information:

These contracts will provide standard and electric bikes, along with accessories, for Austin Police personnel who use bicycles to manage crowds and patrol trails, neighborhoods, and business districts. Bike patrols offer a safe, cost-effective way to improve mobility, increase visibility, and access areas inaccessible by patrol cars, while also supporting Austin Police’s community policing goals by making officers more approachable. 

 

Downtown Area Command (DTAC) officers make up a significant portion of the Austin Police Department’s Bicycle Public Order Team. Special events and public safety operations rely on the DTAC for crowd management, rapid repositioning, maintaining separation between groups, providing emergency access routes, and responding to evolving public safety situations. DTAC emergency response capability is reduced when bicycles become unreliable due to equipment failures.

 

These contracts will replace a contract that was terminated in July 2024 upon the contractor’s discontinuation of business. The requested authorization amount for this contract was determined using departmental estimates based on historical spend and future operational needs. 

 

A delay in contract approval could impact the City’s ability to ensure patrol effectiveness and safety as well as deploy teams for special events.
