The Financial Services Department issued an Invitation for Bids solicitation IFB 6100 CLMC1008 for these services. The solicitation was issued on March 24, 2025 and closed on April 17, 2025. Of the two bids received, the recommended contractor submitted the lowest responsive bid. Additional Backup Information:

This project is needed to expand Austin Water’s reclaimed water system in the southern part of the city support Austin-Bergstrom International Airport potential use of reclaimed water for irrigation, toilet flushing, and cooling. This project will connect a geographical gap in the system to improve resiliency and increase system pressures east of the airport where the reclaimed water customer base is growing. The project includes the installation of approximately 4,100 feet of 16-inch reclaimed water main to connect an existing 16-inch reclaimed water line on the west corner of Presidential Boulevard to the existing 8-inch reclaimed water main on Golf Course Road.

 

This item includes one allowance of $25,000 that will be used to address soil remediation in case contaminated soil is discovered onsite during construction. An allowance is an amount that is specified and included in the construction contract or specifications for certain items of work when details are not determined at the time of bidding.

 

Due to the potential for unforeseen conditions inherent in underground utility construction, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders to cover any unforeseen construction costs associated with the project. By authorizing the additional contingency funding, Council is authorizing any change orders within the contingency amount.

 

This project involves lane closures, however the majority of this work will take place on airport property, outside of the security fence and off of public streets. The contractor will ensure that access to the airport is maintained at all times throughout construction and will include signage for the safety of the public and workers.

 

A delay in contract approval could impact Austin Water’s ability to expand needed infrastructure for the growing demand of reclaimed water.

 

The contract allows 425 calendar days for completion of this project.
