January 9, 2019 - Approved by the Water and Wastewater Commission on a vote of 8-0 with Vice Chair Lee recusing due to a potential conflict of interest.

 

Additional Backup Information:

The water and wastewater infrastructure and appurtenances included in this project have been identified as deteriorating and aging and in need of replacement as part of the Renewing Austin Program and the Sanitary Sewer Overflow Program. The water line infrastructure being replaced has a well-documented history of breaks in the area.

 

This project replaces the existing water and wastewater mains to prevent future water main breaks and wastewater overflows. The project is necessary to reduce further expenditures from the Operating and Maintenance budget to prevent water main breaks and frequent overflows. The work consists of removing and replacing existing water and wastewater mains on Exposition Boulevard from West 35th Street to Enfield Road. The water line work will remove approximately 7,897 linear feet of existing cast iron pipe and replace it with 6-, 8- and 12-inch diameter PVC C-900 pipe including services; the wastewater work will remove approximately 885 linear feet of 8-inch diameter concrete pipe and replace with 8-inch diameter PVC SDR-26 pipe; and install new wastewater manholes and service connections. Also included is street restoration consisting of a full street width mill and overlay within the limits of construction.

 

Notice has been delivered to residences and businesses of the upcoming project. A neighborhood outreach meeting was held in October 2018, where maps and construction details were provided. A second meeting will be scheduled to “Meet the Contractor” after City Council award. Delaying execution of this contract could place a continued burden on the Operation and Maintenance budget as costs will be incurred for interim maintenance.

 

Due to the potential for unknown subsurface conditions and utility conflicts, a 10% contingency in funding has been included to allow for the expeditious processing of any change orders. A contingency is an additional amount of money added to the construction budget to cover any unforeseen construction costs associated with the project.

 

The contract allows 450 calendar days for completion of this project. This project is located within zip code 78703 (District 10). The project will be managed by the Public Works Department.
