The contract will provide continued support to Austin Emergency Management in its coronavirus pandemic cost recovery efforts, building on the assistance the City has received since 2020 with Federal Emergency Management Agency (FEMA) reimbursement processes. This includes providing professional guidance and staffing support for disaster recovery and grants management, preparing and submitting documentation for reimbursement, ensuring compliance, and supporting appeals and project closeout activities. The City currently has several projects in the FEMA closeout phase, others waiting for FEMA funding approval that will also need to be closed, and several under appeal. Because the timeline for completing these appeals and closing out open projects is unknown, additional funds are needed to cover remaining work required to finish these processes.
This contract replaces an existing contract which expires April 20, 2026. The recommended contractor is the current provider for these services. Hagerty Consulting has provided uninterrupted support for the City since 2020, giving the contractor detailed institutional knowledge of the City’s pandemic related projects, documentation, and prior FEMA determinations that are essential for completing ongoing appeals and closeout requirements. The requested amounts were determined using departmental estimates to cover additional expenses that may result from processing the appeals and any remaining closeout expenses.
A delay in contract approval could impact the City’s ability to process FEMA reimbursements, complete projects, and process pending appeal activities in a timely manner.
