Fiscal Note
Funding in the amount of $650,000 is available in the Fiscal Year 2022-2023 Austin Public Health Department Operating Budget. Funding for the remaining terms is contingent upon available funding in future budgets.

This action will authorize negotiation and execution of Amendment No. 15 to an agreement with Ending Community Homelessness Coalition, Inc. to provide expanded training and technical assistance, continued work on creating and adopting process improvements and written standards, and additional work related to promoting equity in the homelessness response system by adding two twelve-month extension options, in an amount not to exceed $650,000 per extension option, for an updated total amount not to exceed $3,912,051. All amendments are listed below:
Amendment No. 14 increased the annual funding by $406,028 to provide additional process improvement and training related to the Coordinated Entry System and the Homeless Management Information System, as well as additional work creating and maintaining the Pay for Performance scorecard system and related reporting.
Amendment No. 13 exercised the eighth extension option in the amount of $243,972 for the period ending September 30, 2023.
Amendment No. 12 exercised the seventh extension option in the amount of $243,972 for the period ending September 30, 2022.
Amendment No. 11 exercised the sixth extension option in the amount of $243,972 for the period ending September 30, 2021.
Amendment No. 10 exercised the fifth extension option in the amount of $243,972 for the period ending September 30, 2020.
Amendment No. 9 exercised the fourth extension option in the amount of $243,972 for the period ending September 30, 2019.
Amendment No. 8 added one-time funds to the agreement in the amount of $5,951 and modified the program exhibits.
Amendment No. 7 exercised the third extension option in the amount of $250,542 for the period ending September 30, 2018.
Amendment No. 6 added one-time funds to the agreement in the amount of $39,479 and modified the program exhibits.

The U.S. Department of Housing & Urban Development requires each funding application to be submitted as a part of a single community-wide or regional plan. Ending Community Homelessness Coalition, Inc. is the U.S. Department of Housing & Urban Development’s designated Continuum of Care for Austin and Travis County. Continuum of Cares are organized around two main priorities: coordinating the housing and service systems in a community and applying for funding from the U.S. Department of Housing & Urban Development’s competitive McKinney-Vento Act/HEARTH Act programs. Coordinated Assessment is a requirement by the U.S. Department of Housing & Urban Development for the Continuum of Care and Emergency Solutions Grant funding. The City’s Housing and Planning Department and the Austin Public Health Department administer Emergency Solutions Grant funding.
