Additional Backup Information:

The contract will provide Austin Police with access to CloudGavel, an electronic warrants cloud-based software and services to streamline warrant coordination and processing while maximizing law enforcement officers' availability for public safety operations. CloudGavel is a criminal justice information services-compliant software platform that allows officers to remotely initiate, document, and submit a state-specific warrant to a duty judge for review and electronic approval. Warrants in the platform are shared between entities such as law enforcement, judicial officers, and prosecutors, eliminating laborious data entry and reducing errors, especially during high-volume periods and overnight hours. The software also offers integrated video conferencing for administrative oaths for required affidavits.

Tyler Technologies, Inc. is the sole provider of this proprietary system. No other contractor possesses the unique integrations, specialized knowledge, or licensing rights necessary to maintain and enhance the system.

The contract will replace the existing contract which expires on September 30, 2026. The requested authorization is based on departmental estimates of future needs. The recommended contractor is the current provider of these services.

If this contract is not approved, the use of CloudGavel software and services will be discontinued, disrupting current police procedures and magistrate workflows.
