October 10, 2024 - Council approved a contract for planning services consultants with AECOM Technical Services Inc, HR&A Advisors Inc., Lionheart Places LLC dba Lionheart, Perkins & Will Inc. dba Perkins + Will, Inc., Skidmore, Owings & Merrill LLP dba SOM, and The Goodman Corporation.

Additional Backup Information:

These contracts provide advisory support in the development and implementation of plans, policies, regulations, and studies to align with Austin Planning’s mission and Council direction. Due to a significant volume of work relating to Council direction, the contracts will need increased authorization for the following additional priorities:

 

                     Austin Planning will lead the Imagine Austin Comprehensive Plan Update to reflect Austin’s current and projected needs for the next 20 years. This update shall adhere to Article X Section 5 of the City Charter and build upon the Imagine Austin plan created in 2012.

                     Austin Economic Development will lead the development of an Economic Development Roadmap with support from one of the selected consultants. The Roadmap will establish short- and long-term economic goals, define measurable outcomes for success, and create a framework for policy development, decision-making, and performance management. It will also evaluate potential changes to City policy, ordinance, or governance necessary to fully realize the City’s economic vision. 

                     Additionally, Austin Parks and Recreation is engaged in work related to the redevelopment of the former University Medical Center Brackenridge hospital campus and the realignment of Red River Street, including repurposing segments of “Old Red River” into a dedicated fire lane and public plaza space serving Waterloo Park. This work builds on prior Council actions, including the 2019 Statement of Terms for the Red River realignment and related land transfers and agreements.

 

The consultant bench established through this authorization may be used to support these and other complex redevelopment and planning efforts across City departments, as needs arise and subject to departmental and Council priorities.

 

If the amendments are not approved, Austin Planning and other departments will not be able to effectively fulfill the obligations to City departments, Council, and the community at large to produce long-range planning and supporting work directed by the City Council.
