Austin Financial Services issued a Request for Proposals solicitation RFP 6300 PLS3021 for these services. The solicitation was published on March 16, 2026, and closed on April 14, 2026. Of the 10 offers received, the proposal submitted by the recommended contractor represented best value to the City based on the solicitation’s evaluation criteria. This contract is for development, implementation and support services for the ATX Floods web application. ATX Floods is a partnership between Austin Watershed Protection, Capital Area Council of Governments, and participating partner counties and communities. This project delivers a high-performance, dynamically scalable, and highly available solution capable of handling peak loads during severe weather and flood events. ATX Floods is a public-facing platform and key component of the City’s Flood Early Warning System. This critical public safety web application displays camera feeds at low water crossings in the greater Austin area, near real-time information on local flooding conditions and dangerous road conditions and closures due to high water levels. The website allows residents and visitors to monitor flood-related updates, helping them make informed decisions about travel and safety during severe weather events. ATX Floods is frequently referenced by local Austin news agencies as a trusted source for the conditions of low water crossings.

 

This contract supports the City’s goals by protecting the lives and property of Austin residents by reducing the impacts of flooding. It will improve situational awareness at flood-prone road crossings, help provide timely information to the public, and support community preparedness and resiliency. The request will also help improve coordination and resources needed to prepare for and respond to flood events, including maintaining effective evacuation routes and procedures for areas at risk of flooding. 

 

The current contract will expire January 29, 2028. The recommended contractor for the new contract is not the current provider for these services. 

 

An evaluation team with expertise in this area evaluated the offers and scored The Sanborn Map Company, Inc. as the best to provide these services based on project concept and solution, demonstrated applicable experience and price.

 

This request allows for the development of a contract with a qualified offeror selected by Council. If the City is unsuccessful in negotiating a satisfactory contract with the selected offeror, negotiations will cease with that provider. Staff will return to Council so that another qualified offeror may be selected, authorizing new contract negotiations. 

 

If the contract is not approved, the public could lose a vital communication tool for real-time information on local flooding conditions and dangerous road conditions and closures impacting public safety. 

 

The project scope includes existing partner jurisdictions in the greater Austin area beyond the City limits that also utilize the website.
