The Financial Services Department issued an Invitation for Bids solicitation IFB 6200 MAS1000 for these services. The solicitation was issued on December 30, 2024, and closed on February 4, 2025. Of the three offers received, the recommended contractor submitted the lowest responsive offer. This contract will be awarded in compliance with City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the services required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

This contract will provide sidewalk maintenance services to reduce trip hazards on sidewalks throughout the city. Sidewalk repair services are used to reduce trip hazards on public sidewalks and to comply with the Americans with Disabilities Act (ADA) regulations. The most common ADA trip hazards occur at broken or lifted sidewalks and driveways, usually at joints or cracks. The contract includes labor, equipment, materials, and supervision to eliminate the trip hazards by lifting and raising the existing sidewalk, with ancillary grinding as needed. Concrete lifting is a lower cost alternative to concrete replacement.
The contract replaces a contract expiring June 10, 2025. The recommended contractor is the current provider for these services. The requested authorized amount for this contract was determined using departmental estimates and historical spend.
If the contract is not secured, the City will be unable to repair sidewalk trip hazards with the concrete lifting method, which will result in higher repair costs and a longer timeframe to bring sidewalks into ADA compliance, as well as an increased safety risk to the public and an increased legal liability to the City.
