Austin Financial Services issued a Request for Proposals solicitation RFP 6300 MAS3007 for these services. The solicitation was published on October 20, 2025, and closed on December 2, 2025. This contract will be awarded in compliance with the City Code Chapter 2-9B (Minority-Owned and Women-Owned Business Enterprise Procurement Program). For the service required for this solicitation, there were no subcontracting opportunities; therefore, no subcontracting goals were established.

Additional Backup Information:
The contract will provide specialized aquatic vegetation control at the City’s wet ponds, which are designed to capture and hold stormwater runoff. They allow for the settling of suspended solids and removal of pollutants, keeping them out of the local waterways and recharge zones. The specialized maintenance will assist in ensuring that each wet pond is in compliance with the City’s Environmental Criteria Manual, dam maintenance policies and procedures, and wet pond Integrated Pest Management plan.
This contract is replacing a contract expiring April 26, 2026. The requested authorization amounts for the contract were determined using departmental estimates and historical spending. The recommended contractor is the current provider for these services.
An evaluation team with expertise in this area evaluated the offers and scored Environmental Survey Inc d/b/a Environmental Survey Consulting as the best to provide these services based on offeror experience, personnel, program and approach, price, and small and local business preference.
If the contract is not approved, the ponds will accumulate debris, excessive vegetation, and invasive plants; will not filter stormwater runoff as designed; and will fall out of compliance with the City’s watershed maintenance policies.
