Prior Council Action:

April 18, 2024 - Council approved the negotiation and execution of Amendment No. 2 with Family Endeavors, for an eight-month term in the amount not to exceed $9,640,000 on an 11-0 vote.

Approval of this item will authorize Amendment No. 3 to the Endeavors Austin Emergency Homeless Shelter agreement with Family Endeavors. Family Endeavors is operating the Marshalling Yard Emergency Shelter, providing immediate, temporary, emergency shelter services. In addition, Family Endeavors provides case management to connect clients with housing programs and other assistance so they can thrive outside of the emergency shelter. Throughout the course of the agreement, Family Endeavors has served 898 unduplicated clients. If authorization of Amendment No. 3 is not approved, this will limit the Homeless Strategy Office’s ability to provide emergency shelter services.  

 

The original agreement was approved for a term of 12 months ending on July 31, 2024, with no authorized extension options, for a total agreement amount not to exceed $9,140,000. Amendment No. 1 modified the program work statement, performance measures, and budget and narrative for the period of August 1, 2023 to July 1, 2024. Amendment No. 2 exercised the first extension option in the amount of $500,000 for the period of August 1, 2024 to March 31, 2025.

 

On March 11, 2021, the American Rescue Plan Act was signed into law, establishing the Coronavirus State and Local Fiscal Recovery Funds program. American Rescue Plan Act funds are intended to support ongoing recovery efforts in Austin and Travis County and respond to the COVID-19 public health emergency by meeting urgent community needs. American Rescue Plan Act award funds will be used for activities that respond to the COVID-19 public health emergency or its negative economic impacts. Resolution No. 20210325-111 included homeless services as a funding priority.
